Covid-19 Pandemic Became a Moment to Boost Horticulture Business

JAKARTA – Covid-19 pandemic is a momentum to revive the horticultural commodity sector.  Since the level of consumption of fruits and vegetables is currently a priority, the public is increasingly aware of the benefits of fruits and vegetables which contain lots of vitamins, in order to increase the body’s immune power. The Minister of Agriculture, Syahrul Yasin Limpo remains optimistic that Indonesia’s agricultural commodities can remain stable. Even since the first case of Covid-19 infection was announced in early March 2020, horticulture commodities, especially the demand for fresh fruits and vegetables have increased.

 “We must be able to keep our stamina and endurance of the Covid-19 infection by consuming local fruits and vegetables” said Mentan Syahrul

 Amid the current pandemic, demand in the horticulture sector, especially for fruit and vegetable products, is actually increasing. Thus the domestic market continues to run despite global economic changes. This condition is clearly a separate business opportunity.

“This is called the new normal era where social lifestyle is distancing. Social distancing will continue to exist as long as there is no vaccine. Then the community wishes to boost immunity. Besides that, staying at home will always feel comfortable. Online shopping is an option which is keep ongoing” said IPB University Horticulture Expert, Prof. Sobir, Tuesday (12/5).

The fulfilment for this immunity is becoming a horticultural business opportunity. In the context of social restrictions imposed by the government, this online shopping business is agile. The desire for a better life is what makes community provide better nutrition in order to maintain health. Sobir explained that the horticulture business absorbs a lot of workers. In developed countries the decline in labor in horticulture can be 30 percent while rice is only 8 percent.

 “At normal times horticulture will function as a new economic driver to maintain health and food security,” said Sobir.

The potential for increasing incomes and labor is enormous in horticultural commodities. Even though there are a lot who lose their income, but for those who have managerial skills accompanied by qualified human resources, can be used in the horticulture sector. In fact, added Sobir, people who are working from home need comfort, so the floriculture business can be increased starting from here. In addition, the absence of imports can increase the potential of the domestic market.

 “The market is closed, distribution is disrupted. This means we can open new market chains. Provider small traders, entrepreneurs enter. Farmers don’t do sortation and grading. Farmers only focus on production. Integrate small farmers, gather into one system. The small one enters a larger organization and then enters the market place. Manufacturers can enter and create new opportunities” he continued.

Actually the policy to support the horticultural business has been designed and provided by the government. In the short term there is a transformation of the program to guarantee the fulfilment of horticulture, which includes strategic commodities including providing seeds and helping with marketing. Related to supply, the Director General of Horticulture at the Ministry of Agriculture, Prihasto Setyanto, explained that he has an Early Warning System for supplying supplies. Competitiveness development such as the ‘Gedor Horti’ program is still being carried out.

During the Covid 19 pandemic period the Ministry of Agriculture (Kementan) conducted a budget refocusing for social assistance. Ministry of Agriculture under the command of Syahrul Yasin Limpo was trying to provide food quickly. There are three agendas of the Minister of Agriculture. Among them, the SOS agenda in the period May – August 2020 in which 11 basic necessities must be available. Special horticultural commodities consisting of onions and chilies should not be reduced. The budget refocusing is aimed at social assistance. The next temporary agenda begins in August 2020 until August 2021. During this time the Ministry of Agriculture seeks to absorb unemployment to move to planting activities

JAKARTA – Pandemi Covid-19 menjadi momentum membangkitkan sektor komoditas hortikultura. Pasalnya, tingkat konsumsi buah-buahan dan sayuran saat ini menjadi prioritas. Masyarakat semakin sadar akan manfaat buah dan sayur yang banyak mengandung vitamin, guna meningkatkan daya imun tubuh. Menteri Pertanian, Syahrul Yasin Limpo tetap optimis bahwa komoditas pertanian Indonesia bisa tetap stabil. Bahkan sejak diumumkan pertamakali adanya kasus infeksi Covid-19 pada awal Maret 2020 lalu, komoditas hortikultura khususnya permintaan sayur dan buah segar mengalami peningkatan.

 “Kita harus dapat menjaga stamina dan daya tahan tubuh dari infeksi Covid-19 dengan mengkonsumsi sayur dan buah lokal“ ujar Mentan Syahrul

 Ditengah pandemi saat ini permintaan di sektor hortikultura khususnya untuk produk buah dan sayur justru makin meningkat. Dengan demikian pasar domestik tetap berjalan meski terjadi perubahan ekonomi global. Kondisi ini jelas menjadi peluang bisnis tersendiri.

 “Ini namanya era new normal di mana gaya hidup social distancing. Social distancing akan terus ada selama vaksin belum ada. Lalu masyarakat berkeinginan untuk mengimboost immunity. Selain itu Perasaan selalu berasa di rumah menyamankan. Online shopping menjadi hal yang tetap berlangsung “ ujar Pakar Hortikultura IPB University, Prof Sobir, Selasa (12/5).

 Pemenuhan boost imunity inilah yang menjadi peluang bisnis hortikultura. Dalam rangka pembatasan social yang diterapkan pemerintah inilah bisnis online shopping bergerak lincah. Adanya keinginan untuk kehidupan yang lebih baik inilah masyarakat berupaya untuk menyediakan gizi yang lebih baik demi menjaga kesehatan. Sobir memaparkan bahwa bisnis hortikultura menyerap banyak tenaga kerja. Di negara maju penurunan tenaga kerja pada hortikultura bisa 30 persen sementara padi hanya 8 persen.

 “Pada saat normal nanti hortikultura berfungsi sebagai penggerak ekonomi baru untuk menjaga kesehatan dan keamanan pangan,” papar Sobir.

 Potensi peningkatan pendapatan dan tenaga kerja sangat besar dalam komoditas hortikultura. Meski banyak kehilangan pendapatan tapi bagi yang memiliki kemampuan manajerial disertai SDM yang mumpuni, bisa digunakan di bidang hortikultura. Bahkan, tambah Sobir, masyarakat yang menjadi working form home membutuhkan kenyamanan, dengan demikian bisnis florikultura bisa ditingkatkan dari sini. Selain itu tidak adanya impor yang masuk dapat meningkatakan potensi pasar dalam negeri.

 “Pasar ditutup, distribusi terganggu. Artinya kita bisa membuka rantai pasar yang baru. Pedagang kecil penyedia, pengusaha masuk ke dalam. Sortasi dan grading jangan di petani. Hanya petani fokus di produksi. Integrasikan petani-petani kecil, kumpulkan menjadi satu sistem. Yang kecil masuk ke organisasi yang lebih besar lalu masuk ke market place. Produsen bisa masuk dan ciptakan peluang-peluang yang baru,” lanjutnya.

 Sebenarnya kebijakan untuk mendukung bisnis hortikultura sudah dirancang dan diberikan pemerintah. Dalam jangka pendek ada transformasi program ke jaminan pemenuhan hortikultura yang masuk ke dalam komoditas strategis mencakup penyediaan benih dan membantu pemasaran. Direktur Jenderal Hortikultura Kementerian Pertanian, Prihasto Setyanto memaparkan terkait pasokan, Ditjen Hortikultura sudah memiliki Early Warning System untuk penyediaan pasokan. Pegembangan daya saing seperti program ‘Gedor Horti’ tetap dilakukan.

 Kementerian Pertanian (Kementan) dalam masa pandemic Covid 19 ini melakukan refocusing anggaran untuk bantuan sosial. Kementan di bawah komando Syahrul Yasin Limpo itu berupaya melakukan penyediaan bahan pangan secara cepat. Ada tiga agenda Menteri Pertanian. Di antaranya, agenda SOS pada periode Mei – Agustus 2020 di mana 11 kebutuhan bahan pokok harus tersedia. Khusus komoditas hortikultura yang terdiri dari  bawang dan cabai jangan sampai berkurang. Adapun refocusing anggaran bertujuan untuk bantuan social. Agenda temporary berikutnya dimulai pada Agustus 2020 hingga Agustus 2021. Di masa ini Kementan berupaya menyerap tenaga pengangguran untuk beralih ke aktifitas tanam.
